Regional Center/Developer Practice

Ruby Law Group offers a wide range of services to EB-5 regional centers, real estate developers and project sponsors. Paul Ruby, our managing attorney, has extensive experience not only as an attorney representing EB-5 projects, but also as an EB-5 project developer himself. Our understanding of EB-5 immigration law in parallel to our understanding of real estate development gives us a unique perspective from which we can provide our developer clients with immigration law counsel that makes business sense.

Our services for EB-5 developers include:

1.   Regional Centers Creation/Partnerships - to form or rent? Paul Ruby has successfully formed regional centers, expanded them across geographies and industries, and negotiated the “rental” of existing regional centers’ designation. When it comes to filing an initial Form I-956 (formerly Form I-924) application to create a regional center or filing the application to expand one or obtain project approval, we have extensive experience and a track record of success. We work with developer clients to structure projects that meet their business objectives while also fitting the requirements of the EB-5 program.

2. I-956F Exemplar Application. We have many years’ experience preparing EB-5 project-related applications and have prepared them for projects in several states and various industries with a strong track record of success. While the application’s name changed recently, this process is very similar to the I-924/I-526 exemplar process previously in place. We have been among the first attorneys in the country to file one of these applications in 2022.

3.  Business Plans. Mr. Ruby has written several dozen Business Plans for EB-5 projects that USCIS has approved. These Business Plans are not only the epicenter of applications filed to USCIS, they are also a critical marketing tool for developers. All told, the projects for which Mr. Ruby has written Business Plans have attracted over 500 actual EB-5 investors.

4. Project Quarterback. If you are a developer new to EB-5, we can prepare and coordinate everything needed to begin the process from all the immigration documents to structuring offerings and commissioning the necessary ancillary documents like economic reports. We can handle everything for you internally and with our affiliated offices.
